The Grand Jury found that roughly $24 million in bond proceeds lacked a detailed, prioritized spending plan. It said East Banning needed priority attention and identified too few sidewalks, streetlights, and parks.
The warning was direct: plan the work, prioritize the Eastside, and follow through.

Only the 2009–10 report dealt directly with neglect in East Banning. The other five documented separate problems in planning, contracts, stability, governance, elections, finance, and transparency. That distinction matters. So does the pattern: a City that can’t master the basics has less capacity to deliver for the neighborhoods that have waited the longest.
